Some magazines estimate their magazine is read by more than one person, and therefore count that as their circulation. I would like a response from a professional in the business, if possible, please

We have a team of copywriters, designers, desktop publishers, photgraphers and of course a Creative Director. What we lack is the knowledge of beginning a magazine publication. What is needed to start it, run it smoothly, and last but not least, how to make it succesfull. How do we start? We need at least guidance from a to k (the rest well tackle ourselves, but help is greatly appreciated) LOL.. (:P)
